Proposal Process
Under the terms of the Trust Agreement and procedures established by the Community Fund Trustees and the Financial Trustees, members wishing to submit funding proposals should follow the steps noted below:
- Visit the RRFN Trust Office and obtain an "Application For Community Fund Expenditures" and any other required information.
- Complete the Application and submit it, together with any required supplemental information, to the RRFN Trust Administrative Officer. Please note that in order to be considered for approval by the Community Fund Trustees, the proposal must be considered an "expenditure beneficial to the RRFN membership for community purposes". Attached as Appendix "A" to these Guidelines is a list of expenditures identified in the Trust Agreement which may be considered beneficial to the RRFN membership for community purposes.
- The Application will be forwarded by the RRFN Trust Administrative Officer to the Community Fund Trustees for their review. As soon as practicable, the Community Fund Trustees will conduct an initial meeting to review the Application. At that time, the Community Fund Trustees will determine if they require additional information in order to properly review the proposal. If additional information is required, the member submitting the proposal will be notified of the additional information required by the Community Fund Trustees and a second meeting may be necessary in order review the additional material. The Community Fund Trustees may also require that the member submitting the proposal appear before the Community Fund Trustees to discuss the proposal and answer any questions. It is expected that more complicated proposal applications will require more detailed review and the submission of additional material.
- Following completion of their review, the Community Fund Trustees will determine whether the proposal constitutes an expenditure beneficial to RRFN members for community purposes and, if so, provide a Funding Direction to the Financial Trustees directing the Financial Trustees to distribute funds out of the RRFN trust fund for the proposal. In the event that the recommended expenditure exceeds $75,000.00 in total cost, the Funding Direction will need to be accompanied by a RRFN Band Council Resolution approving the expenditure. In the event that the recommended expenditure exceeds $250,000.00 in total cost, an Ordinary Resolution of Members approving the expenditure will also be required.
- In cases where the Community Fund Trustees determine that the proposal does not involve an expenditure beneficial to the RRFN membership for community purposes, they will notify the member who submitted the proposal of the decision. To the extent possible, the Community Fund Trustees will also advise the member of the reasons for their decision.
